Dr. William J. Murphy is an accomplished legislative advocate, policy consultant, business leader, and educator who provides TriPacer Strategic Consulting clients with legislative advocacy and government relations services. Dr. Murphy’s areas of expertise include congressional advocacy, congressional rules and procedures, U.S. national security policy, advocacy campaigns, strategic communications, and media relations.
Dr. Murphy has led or co-led several successful high-profile federal and state advocacy campaigns to strengthen congressional subpoena enforcement capacities, oppose unlawful deficit spending, block legislation to establish binding arbitration for public sector contract disputes, fight abusive public sector collective bargaining practices, prevent reversal of state pension system reforms, stop voter fraud, and crack down on irregular canvassing authority operations. He has advocated for these causes on behalf of national advocacy group Good Government Now, Physicians Against Drug Shortages, the Rhode Island Statewide Coalition, the RI Taxpayers advocacy group, and the East Providence Taxpayers Association.
For the past three years, Dr. Murphy has worked closely with James Freeman and other members of the TriPacer Strategic Consulting team as a policy, legislative, and business development consultant focusing on engagements to strengthen U.S. national security policy and promote greater involvement of veterans in the public policy process. He has testified at legislative and executive branch hearings, is an accomplished public speaker, and has appeared as a commentator in radio, television, and print media addressing subjects such as strengthening congressional institutional capacity, congressional reform, national missile defense, the Jones Act and the maritime industrial base, homeland security, U.S. responses to ballistic missile threats in East Asia, and U.S.-Japan security relations. Previously, Dr. Murphy founded and served as president of Peak Performance Technology Partners, a technology staffing and training firm whose client list has included Accenture, Advanta, Arthur Andersen, Broadvision, IBM, Independence Blue Cross, New Horizons Computer Learning Centers, and Robert Half Technology. Peak Performance was the sole provider of vocational strategy and career planning workshops to select franchises of New Horizons, the world’s largest independent information technology training company.
